ANALYSIS OF OPEN RECORD DOCUMENTSFollowing is a memo from Joe Saino concerning the response from the City Attorney to his open records request. March 3, 2005 At 10 AM this morning I picked up the information that Sara Hall had prepared for me. She called me on Wednesday evening and was very nice and courteous and apologized for the delay in getting me the answers to my November 26, 2004 request. I picked up the information and I was very pleased with the complete answers that I received. However the answers blew my mind and I am still studying them. Here are some quick points that stand out. • 27 people have already retired under the January 2001 plan and are annually being paid $674,329.44. • On the list of appointed officials there are 281 appointed city employees who are or could qualify under the January 2001 pension resolution allowing them to retire after 12 years. • Their total combined salaries are $16,102,686.67. The future pension liability of these 281 appointed employees is not known at this time but it in the millions of dollars if they retire under this plan. • 63 of the 281 have already completed 12 years of service and could retire if they wanted to. • Looking at salaries over $60,000 there are 103 of the 281 who fit this profile and their combined salaries are over 55% ($8,876,843.59) of the $16.1 million total. • Of these 103 making over $60,000, 58 have not yet completed the 12 years needed to retire under the January 2001 pension resolution. • The salary of those 58 appointed officials who have not completed 12 years is $4,959,267. Concerning Allan Wade, Ms. Hall said that Allan Wade and the firm of Baker Donelson Bearman Caldwell and Bertowitz were paid a total of $176,826.85 for hourly work performed in 2003, with $81,457 of this amount paid in 2004 due in part to billing and payment cycles. Mr. Wade represented the City or was involved in approximately ten lawsuits and matters during this period. Mr. Wade also served as Staff Attorney for the City Council and received $59,853.15 in salary for this service in 2003. In 2004, Allan Wade and members of his firm were paid a total of $170,825.68 for hourly work performed in 2004. Mr. Wade represented the City or was involved in approximately 10 lawsuits and matters during this period. Mr. Wade also served as Staff Attorney to the City Council and received $65,939.02 in salary for this service in 2004. (This salary was recently raised to $80,000 by the Mayor). Ms. Hall said that Mr. Wade is classified as a City employee under the job title of Staff Attorney to City Council. He also represents the City in other matters and is paid for the work performed. This amount of payment was not a subject of the open records request He receives other City employee benefits such as medical insurance and other perks. Shown on the pdf download file is a list of the 281 appointed employees hired by Mayor Herenton. Look at the salaries and consider the fat City benefits shown elsewhere on this website. These are great jobs, but are they needed? And also consider that these people when they complete 12 years of service, as some have already done, can retire regardless of age and start receiving their pensions and other great retirement benefits.
